Employment Insurance

Employment insurance is a social insurance system that prevents unemployment, facilitates employment, develops and improves workers' vocational skills, and supports the livelihood stability and re-employment of unemployed workers. Employers and workers contribute a certain amount of their monthly compensation as employment insurance premiums. Workers are entitled to job training and receive unemployment benefits if they become laid off at work, while employers receive employment maintenance support and education and training costs.

01Social Insurance

  • When a person with Korean nationality gets a job, he/she is required to subscribe to social insurance (national pension, health insurance, employment insurance) if applicable laws apply.
  • Foreign nationals without Korean nationality can choose to subscribe to social insurance depending on their residency status.

02Unemployment Benefits

For employees who lose their jobs, employment insurance provides benefits for a certain period of time to help employees overcome financial difficulties and seek new employment.

  • Unemployment benefits should not be viewed as compensation for unemployment or the return of employment insurance premiums.
  • Unemployment benefits serve as an incentive for active job seeking
  • The unemployed can not apply for unemployment benefits after 12 months have lapsed since their last day of work.

(1)Qualifications

Those who meet the qualifications below may apply for unemployment benefits.

  • In the case of working over 180 days in terms of insured unit period (basis of counting days for paying remuneration) for 18 months before retirement at a business protected by employment insurance
  • Employees who have been forced to quit
  • Those who have lost their job, but are actively seeking gainful employment. (Those who have voluntarily quit their job or have been fired for just cause can not apply for unemployment benefits.)

Eligibility for Employment Insurance

Whether or not you subscribe to employment insurance varies depending on your residency status.

  • Residence status not covered by employment insurance: A1~A3, B1~B2, C1~C3, D1~6, D10, F1, F3, G1, H1
  • Status of residence required for employment insurance: E9, F2, F5, F6, H2
  • Residence status whose application depends on the principle of reciprocity: D7~D9
  • Residence status applicable only if you wish to subscribe: C4, E1~E8, E10, F4

(2) Unemployment Benefits

  • Amount of Unemployment Benefits = 60% of the average salary before retirement x number of days (maximum amount per day: KRW 66,000, minimum amount per day: 80% of the minimum wage)
  • Number of days of unemployment benefits: The number of days of unemployment benefits ranges from 120 to 270, and is based on the age of the employee at the time of dismissal and the duration of the employment insurance subscription.

  • Note : The above table shall be applied in consideration of a person with disabilities to be age 50 or older in accordance with Article 2.1 of the Act on the Employment Promotion and Vocational Rehabilitation of Persons with Disabilities.

(3)Application Process

  • If you become unemployed, you must register online as a job seeker through Employment 24 and immediately report unemployment to the local employment center with valid form of ID to verify your identity.
  • At the employment center, fill out and submit an application for unemployment benefits.
  • You will be notified whether or not your application has been approved within 14 days.
    (Rejection notices are delivered in writing)
  • To be registered as unemployed, visit your local job center on the designated dates, which are set at one-week to four-week intervals.
  • Submit the following to the employment center: status of unemployment for the acknowledged duration of unemployment, and proof of job seeking activities
    (Submit resumes, job interviews, etc.)

03Employment Insurance for Business Owners

(1)Subscription Method

Voluntary subscription (in case one intends to be insured)

(2)Applicants

An individual sole proprietor or a sole proprietor employing less than 50 workers who ① possesses a business registration certificate or ② a unique number card in the business of operating a home daycare center, private daycare center, or long-term hospice care center for the elderly.

  • Businesses that does not apply by the Employment Insurance Act (non-corporate farming, forestry, fishery, small construction, domestic services of less than 5 employees) and non-occupied owners cannot apply
  • Independent businessmen who started business after 65 years of age can apply when limited to employment stability·vocational ability development scheme

(3)Standard Remuneration and Insurance Premiums

  • Standard remuneration: As a basis for calculating insurance premiums and job-seeking stipend, there are 7 grades to choose from (can be changed up to once a year)
  • Insurance premium: 2.25% of the standard fee selected by the subscriber

(4)Benefits

  • (Unemployment allowance) grants assistance of 60% of selected base remuneration (KRW 109.2~202.8 monthly) to job seekers for 120~210 days in case of unintentional shut-down and paid employment insurance for 24 months before shut-down.
